You can gift him a helmet that would be ideal I think. Provides him with protection and and good gear as well.

I'd go with a good gift certificate to a store that carries a lot of accessories for his bike. We just got a bunch of birthday party supplies for our sons 9th birthday coming up and going all out with a themed party for him.
In many countries when people visit the new born for the first time be it in the hospital or once the new born is back home they will give the child some money so that the parents can buy a gift for the child as per her/his needs.
I think that's really wonderful.

A motorcycle cover would be perfect to protect it from heat or dirt.
A biker boots would be great.
Gloves would be a nice gift idea.
Give him a book on safety. Motorcycles could be very dangerous.
get your brother an insurance

You know those stickers that motorcyclists use to decorate their motorcycles? Why don't you give your brother one. I think something with flames would be great.
Give your brother a personalized helmet. Just don't go overboard with the design because some guys, if not all, don't like too much design on their helmets.
